Одоогийн яригдаж буй Үндсэн хуулийн өөрчлөлтөөс анхаарал татаж буй нэг асуудал нь парламентын гишүүдийн тоог нэмэх тухай юм. 1992 онд анхдугаар Үндсэн хуулиа баталж байх үед манай улс сонгогчийн насны нэг сая гаруй иргэнтэй байв. Харин өнөөдөр 2.3 саяд хүрч, сонгогчийн тоо нэг дахин өссөн судалгаа бий. Энэ харьцуулалтыг харсан ч парламентын гишүүдийн тоог нэмж, төлөөллийн ардчиллын зарчмыг хангах нь зүйтэй хэмээн Үндсэн хуулийн өөрчлөлтийг дэмжиж буй судлаачид тайлбарлаж буй. Тэгвэл 1992 онд буюу анхдугаар Үндсэн хуулийн хэлэлцүүлгийн үеэр тухайн үеийн парламент гишүүдийн тоон дээр ямар байр суурьтай байсан бол. Энэ талаар Үндсэн хууль батлах үеийн хэлэлцүүлгийн протоколыг гол болгосон “Монгол Улсын Үндсэн хуулийн эх сурвалж” 12 боть номонд хэрхэн тэмдэглэснийг хүргэж байна.
1991 оны арванхоёрдугаар сарын 2-нд Ардын Их Хурлын чуулганаар УИХ нь 76 гишүүнээс бүрдэнэ гэдэг заалтаар санал хураалт явуулахад 144 депутат буюу 38 хувь дэмжиж, 195 депутат татгалзжээ. Мөн өдрийн орой дахин санал хураалт явуулахад 180 хүн буюу 51 хувь нь дэмжиж, 136 хүн буюу 39 хувь нь татгалзаж, 35 хүн буюу 10 хувь нь түдгэлзсэн байдаг.
Тухайн үед депутатууд энэ асуудлаар өнөөдөр хэрэг болохуйц санал хэлж, байр суурь илэрхийлж байжээ.
Тухайлбал,Б.Чимид гуай “УИХ 76 гишүүнээс бүрдэнэ гэдэг энэ тоог яаж сонгож авсан юм бэ” гэсэн депутатуудын асуултад “Нэгдүгээрт, ирээдүйд бий болох парламентын байнга ажиллах шинж чанарыг харгалзаад төлөөллийн түвшинг дэлхийн жишигтэй харьцуулж үзсэн. Нутаг дэвсгэрийн хэмжээ, зам харилцаа хөгжил, хүн амын тоог харгалзаад дэлхийн доод түвшингээр тодорхойлсон. Хоёрдугаарт, түүхэн уламжлалаа харсан. 1924-1949 онд Их хурлын хооронд байсан Бага хурлын гишүүдийн 25 жилийн дунджийг авч үзэхэд эхлээд 30 байсан, дараа нь голдуу 50, 75, 30, 100 байсан. 165 дугаар тойргийн депутат Ч.Гомбосүрэн: – Бага хурлын оруулсан төслийг хүндэтгэж байна. Гэхдээ дэлхийн жишгээр парламентын гишүүдийн тооны тогтолцоог бид өнөөдөр харгалзах боловч Монгол орны онцлогт тохирсон, Монголын ард түмний хүсэл эрмэлзлийг илэрхийлж чадсан төрийн тогтолцоог ард түмэн хүсч байгаа.
234 дугаар тойргийн депутат Д.Дэмбэрэл: – УИХ-ыг 76 гишүүнтэй байгуулвал хэд хэдэн шалтгааны улмаас парламент гэж нэрлэх аргагүй байна. Юуны өмнө, бид Засгийн бүх эрх ард түмний мэдэлд байна гэж тунхаглаж байгаа. Гэтэл ард түмэн засгийн эрх барих гол танхимыг 76-хан хүнтэй болгосон нь оновчтой биш. Их хурлын гишүүдийн 50 хувь нь ирвэл чуулганаа явуулна гэж зааж байна. 50 хувь буюу 38 хүн хуралдаж, олонхийн зарчмаар асуудал шийдвэл 19 хүн асуудал шийдэх бололцоотой болж байна. Ийм их хурал байх нь хаашаа юм бэ. Тиймээс 76 гишүүний тоог нэмэх, хоёр танхимтай болох зарчмаар байгуулъя.
