Ерөнхий сайд Л.Оюун-Эрдэнэ жил хагасын өмнө ЗГХЭГ-ын дарга байхдаа “…МАНАН бүлэглэл үнэхээр бодитой юм байна гэдгийг сүүлийн нэг жилийн хугацаанд ЗГХЭГ-ын даргаар ажиллаж байх хугацаанд дэндүү сайн ойлгож авлаа. Би Монгол Улсын хамгийн их мэдээлэлтэй эхний таван хүний нэг байж магадгүй. УИХ-ын гишүүнээр ажиллаж байх үедээ энэ бүлэглэлтэй хэн хэн холбоотой юм бэ гэж боддог байсан. Жилийн дараа энэ бүлэглэлтэй хэн холбоогүй вэ гэж хайх хэмжээнд хүрсэн юм байна” гэж мэдэгдэж байв.

Тэгвэл тэрбээр өнгөрсөн долоо хоногт иргэний нийгмийн байгууллагууд, олон нийтийн төлөөллүүдтэй хэд хэдэн уулзалтыг хийжээ. Тэр үеэрээ МАНАН-тай холбоотой нэлээд зүйлийг ярьсан байна.

Цар тахлын хүндрэл нь дэлхий даяар эрүүл мэнд, эдийн засаг, боловсрол, соёл, гадаад харилцаанд хүчтэй доргилт өгч, хүн төрөлхтний амьдралын хэмнэлийг танигдахын аргагүй өөрчиллөө.
Энэхүү хүндрэл бэрхшээл Монгол Улсыг ч тойрсонгүй ээ. Бид цар тахлын халдварын ноцтой эрсдэлд орж, экспорт тасалдаж, ачаа тээврийн эргэлт удааширч, эдийн засаг -5.3 хувь хүртэл агшиж, төсвийн алдагдал дотоодын нийт бүтээгдэхүүний 12 хувийг эзэлж, 250 орчим мянган ажлын байр эрсдэлд орсон нь 1992 оны нийгмийн шилжилтийн үетэй тоон утгаар дүйцэж очих хоёр дахь хүнд үе байлаа. Цар тахлын хүндрэлийг хохирол багатай даван туулах цорын ганц гарц нь бүх нийтийг хамарсан вакцинжуулалтын ажлыг цаг алдалгүй зохион байгуулах ажил байлаа. Өнөөдрийн байдлаар дэлхийн хүн амын 35.8 хувь нь л бүрэн тунд хамрагдаад байна. Харин манай улс энэ оны хоёрдугаар сарын 23-ны өдрөөс бүх нийтийн вакцинжуулалтын ажлыг эхлүүлж, өнөөдрийн байдлаар нийт хүн амын 65.6 хувийг бүрэн тунд, 350 гаруй мянган хүнийг дархлаа сэргээх гурав дахь тунд хамруулж, өнөөдрийн байдлаар 2.6 сая тун вакцины нөөц бүрдүүлээд байна. Өөрөөр хэлбэл, өнгөрсөн хугацаанд цар тахал, эдийн засгийн хүндрэлд бүх анхаарал, хүчээ тавьж ажиллалаа. Харамсалтай нь энэ хооронд МАНАН бүлэглэл дахин амилжээ. Хоосон улстөржилт, эмх замбараагүй байдалд уриалан дуудах явдал газар авч, тэдгээрийг МАНАН бүлэглэлийнхэн зохион байгуулсаар байгаа нь ил тодорхой боллоо. Уг нь ийм асуудалд Монгол төрийн төлөө зүтгэж буй хэн бүхэн цаг заваа барахгүй байх ёстой юм. Гэвч зүгээр хараад сууж болохгүй нь бололтой. Энэ нь дамаараа өнөөдөр цар тахлын улмаас монголчууд биднийг нөмрөөд байгаа улс орны эдийн засаг, ард нийтийн эрүүл мэндийг хамгаалах ажилд аюул занал учруулах хэмжээний үйл ажиллагаа болж хувирах шинжээ нэгэнт олжээ. Тиймээс миний бие МАНАН бүлэглэлтэй эхлүүлсэн тэмцлээ үргэлжлүүлнэ” гэжээ.
